CNN article - "Germans find school system in trouble"
It's mostly about the younger years, but here's a statistic I wasn't aware of: German university students take 7 years to get a degree, and only 32 percent of them actually do so! (48% average rate for industrialized countries)

Free education provided by the state, and not even one third of the students get a degree!
Article also reminds us that, on an international test of 15-yr-olds, Germany came out 21 out of 32 in reading, math and science (U.S. was 15 - well, it's in the top 50%!).
JP: Don't get too down about your situation. I'll give you a call this weekend. But I have to admit, my perception of the quagmire in California is growing worse every day. Maybe it's time for the U.S. to just withdraw altogether and let the Californians figure it out. (That was a little joke, but the news from California just seems to be all bad these days....)
